Although the concept of psychopathy retains its currency in British psychiatry, apparently being meaningful as well as useful to practitioners (1), it is often taken to refer to a purely legal category with social control functions rather than a medical diagnosis with treatment implications. I wish, in this brief article, to suggest that it is essentially, and most usefully, an ethical category which stands outside the diagnostic framework of present-day psychiatry.

Various studies have shown a decrease in well-being and an increase in mental health problems during the COVID-19 pandemic; however, only a few studies have explored fear, depression, and well-being cross-culturally during this time. Accordingly, we present the results of a cross-cultural study that compares these mental health scores for German and South African students, compares the correlations among them, and identifies COVID-19 fear, well-being, and depression predictors. German and South African societies differ from each other socio-culturally, politically, and economically. (...) Their university systems also differ to a large extent. University students in both countries completed the Fear of COVID-19 Scale, the World Health Organization-Five Well-Being Index, and the Patient Health Questionnaire-9. Welch’s t-test, correlation, and multiple regression analyses were performed. German students were found to have statistically lower levels of COVID-19 fear and depression, but lower levels of general well-being than South African students. In both samples, fear of COVID-19 was negatively correlated with well-being and positively associated with female gender and depression. Additionally, female gender, depression, and lower well-being were identified as predictors of COVID-19 fear in both samples. The findings indicate that the fear of COVID-19 is associated with and varies according to gender, depression, and well-being across cultures, and that the difference in the intensity of fear between German and South African students may be partly explained by cultural and contextual differences. These findings can create a deeper understanding of the pandemic’s impact on student communities and may be used by mental health practitioners and researchers to develop and apply culture-specific interventions. Voluntary participation is connected to cultural, political, religious and social contexts. Social and societal factors can provide opportunities, expectations and requirements for voluntary activity, as well as influence the values and norms promoting this. These contexts are especially central in the case of voluntary participation among students as they are often responding to the societal demands for building a career and qualifying for future assignments and/or government requirements for completing community service. This article questions how cultural values affect attitudes towards (...) volunteerism, using data from an empirical research project on student volunteering activity in 13 countries in North America, Europe, the Middle East, and the Asia Pacific region. The findings indicate that there are differences in motivation between countries which represent different cultural values. This article sets these findings in context by comparing structural and cultural factors which may influence volunteerism within each country. (shrink)

It is increasingly clear that chromatin is not just a device for packing DNA within the nucleus but also a dynamic material that changes as cellular environments alter. The precise control of chromatin modification in response to developmental and environmental cues determines the correct spatial and temporal expression of genes. Here, we review exciting discoveries that reveal chromatin participation in many facets of plant development. These include: chromatin modification from embryonic and meristematic development to flowering and seed formation, the involvement (...) of DNA methylation and chromatin in controlling invasive DNA and in maintenance of epigenetic states, and the function of chromatin modifying and remodeling complexes such as SWI/SNF and histone acetylases and deacetylases in gene control. Given the role chromatin structure plays in every facet of plant development, chromatin research will undoubtedly be integral in both basic and applied plant biology. Background: The factors influencing parents’ willingness to enroll their children in biobanks are poorly understood. This study sought to assess parents’ willingness to enroll their children, and their perceived benefits, concerns, and information needs under different consent and data-sharing scenarios, and to identify factors associated with willingness. Methods: This large, experimental survey of patients at the 11 eMERGE Network sites used a disproportionate stratified sampling scheme to enrich the sample with historically underrepresented groups. Participants were randomized to receive one of (...) three consent and data-sharing scenarios. Results: In total, 90,000 surveys were mailed and 13,000 individuals responded (15.8% response rate). 5737 respondents were parents of minor children. Overall, 55% (95% confidence interval 50–59%) of parents were willing to enroll their youngest minor child in a hypothetical biobank; willingness did not differ between consent and data-sharing scenarios. Lower educational attainment, higher religiosity, lower trust, worries about privacy, and attitudes about benefits, concerns, and information needs were independently associated with less willingness to allow their child to participate. Of parents who were willing to participate themselves, 25% were not willing to allow their child to participate. Being willing to participate but not willing to allow one’s child to participate was independently associated with multiple factors, including race, lower educational attainment, lower annual household income, public health care insurance, and higher religiosity. Conclusions: Fifty-five percent of parents were willing to allow their youngest minor child to participate in a hypothetical biobank. Building trust, protecting privacy, and addressing attitudes may increase enrollment and diversity in pediatric biobanks. (shrink)

The aim of this article is to critique health policy discourses that are taken for granted. This perspective will allow for the identification of ‘exclusionary’ health policies, which we define as policies that are thought to offer universal benefit, despite yielding adverse effects for significant groups of people in society. As such, policies that are said to be designed ‘for all’ frequently benefit only a subset of the population. Our intent is to highlight the distributional consequences of certain health policies (...) that are largely institutionalized in contemporary society. We believe that these distributional effects are explicit representations of power in society and that institutions may provide individual ‘choice’ and ‘freedom’ that, in turn, yields separation as an outcome, a separating equilibrium. Specifically, if those who benefit from policies of partition are numerous and are to obtain significant advantage or incur limited costs, or if those who are adversely affected are scarce (or hidden), or the size of these adverse effects are small (or perceived to be minor), then partition becomes more likely as a ‘legitimate’, but exclusionary, instrument of public policy. Coady understands political violence to include war as well as terrorism, interventionism, revolution and the violence of mercenaries. His discussion ranges widely over the concept of violence, terrorism, weapons of mass destruction and ethical issues surrounding mercenaries. Some of this has appeared in print before, but much of it is new.Although war is but one form of political violence, in his view, much of his concern is with the just war tradition. Contrary to some contemporary just war theorists, who question (...) whether war is presumptively wrong, he takes the just war tradition to counsel against war unless strict conditions are met. He thinks that these conditions can be met, but apparently only rarely. He follows many contemporary writers, however, in seeing the just war tradition as an alternative to the traditions of realism and pacifism, both of which he examines critically.Coady's discussion of terrorism is particularly timely. Psychiatry is rapidly adopting digital phenotyping and artificial intelligence/machine learning tools to study mental illness based on tracking participants’ locations, online activity, phone and text message usage, heart rate, sleep, physical activity, and more. Existing ethical frameworks for return of individual research results (IRRs) are inadequate to guide researchers for when, if, and how to return this unprecedented number of potentially sensitive results about each participant’s real-world behavior. To address this gap, we convened an interdisciplinary expert working group, supported by (...) a National Institute of Mental Health grant. Building on established guidelines and the emerging norm of returning results in participant-centered research, we present a novel framework specific to the ethical, legal, and social implications of returning IRRs in digital phenotyping research. Our framework offers researchers, clinicians, and Institutional Review Boards (IRBs) urgently needed guidance, and the principles developed here in the context of psychiatry will be readily adaptable to other therapeutic areas. The Concussion in Sport Group guidelines have successfully brought the attention of brain injuries to the global medical and sport research communities, and has significantly impacted brain injury-related practices and rules of international sport. Despite being the global repository of state-of-the-art science, diagnostic tools and guides to clinical practice, the ensuing consensus statements remain the object of ethical and sociocultural criticism. The purpose of this paper is to bring to bear a broad range of multidisciplinary challenges to the processes and (...) products of sport-related concussion movement. We identify lacunae in scientific research and clinical guidance in relation to age, disability, gender and race. We also identify, through multidisciplinary and interdisciplinary analysis, a range of ethical problems resulting from conflicts of interest, processes of attributing expertise in sport-related concussion, unjustifiably narrow methodological control and insufficient athlete engagement in research and policy development. We argue that the sport and exercise medicine community need to augment the existing research and practice foci to understand these problems more holistically and, in turn, provide guidance and recommendations that help sport clinicians better care for brain-injured athletes. Phylogenetic trees based on gene sequence data contain information about the evolutionary processes responsible for their genesis. Methods have now been developed which help to reveal those processes. The methods are based on simple models of evolutionary change but, when applied across individuals in a population, rather than across species in a higher‐level taxon, they can reveal the past history of population change. Examples from salamanders and viruses are used to illustrate how the past history of changes in speciation rate (...) and the origin of epidemics can be inferred in the absence of fossil material or historical documentation. Codex Louaniensis, or L, the best MS. of Caesar in the British Museum , which is assigned to the eleventh century, has been collated by Alfred Holder for his edition of the Bellum ciuile and by Mr. R. L. A. Du Pontet for his edition of the Bellum Alexandrinum and the Bellum Africanum; but for the Bellum Gallicum no collation has hitherto been available. Last year I made one, which I sent to Dr. Meusel. He urged me to publish it, (...) remarking that it would be very useful, as ‘wir haben nun ein sichereres Urteil über die Familie φ.’ Relying upon Holder's collation, he had described L in his own edition of the Bellum ciuile as ‘a twin-brother of Ashburnhamianus’ ; and so it is in the Bellum ciuile, but, as he acknowledged after reading my collation, not in the Bellum Gallicum. The first folio, comprising i, I–6, §3 , is by a later hand. The MS. is described in the Catalogue thus: ‘c. Jvlii Caesaris commentariorum libri. As students of Roman chronology are aware, all dates between February 24, 700 —if not also between 691, the year of Cicero's consulship—and the last day of 708 can be referred with absolute certainty to the corresponding days of the Julian calendar, with a possible error of one day. The possibility of this minute error lies in the fact that it is not quite certain whether the Kalends of January, 709—the first year of the Julian calendar—corresponded with January 1, 45 (...) B.C., or with January. In Ancient Britain, after examining all the relevant literature, I gave reasons for believing that Kal. Ian. 709 fell upon January 1, 45 B.C. One book, however—the third volume of the revised edition of Drumann's Geschichte Roms, which appeared in 1906, just before the manuscript of Ancient Britain went to the printer—was then unknown to me. I will now examine the reasons which the learned editor, Paul Groebe, has given for accepting the view that the first day of 709 was January 2, 45. (shrink)

This article examines Presbyterian interpretations in Scotland and Ireland of the Scottish Reformations of 1560 and 1638–43. It begins with a discussion of the work of two important Presbyterian historians of the early nineteenth century, the Scotsman, Thomas McCrie, and the Irishman, James Seaton Reid. In their various publications, both laid the template for the nineteenth-century Presbyterian understanding of the Scottish Reformations by emphasizing the historical links between the Scottish and Irish churches in the early-modern period and their common theology (...) and commitment to civil and religious liberty against the ecclesiastical and political tyranny of the Stuarts. The article also examines the commemorations of the National Covenant in 1838, the Solemn League and Covenant in 1843, and the Scottish Reformation in 1860. By doing so, it uncovers important religious and ideological linkages across the North Channel, including Presbyterian evangelicalism, missionary activity, church–state relationships, religious reform and revival, and anti-Catholicism. Structural biology has experienced several transformative technological advances in recent years. These include: development of extremely bright X-ray sources and the use of electrons to extend protein crystallography to ever decreasing crystal sizes; and an increase in the resolution attainable by cryo-electron microscopy. Here we discuss the use of these techniques in general terms and highlight their application for biological filament systems, an area that is severely underrepresented in atomic resolution structures. We assemble a model of a capped tropomyosin-actin minifilament (...) to demonstrate the utility of combining structures determined by different techniques. Finally, we survey the methods that attempt to transform high resolution structural biology into more physiological environments, such as the cell. Together these techniques promise a compelling decade for structural biology and, more importantly, they will provide exciting discoveries in understanding the designs and purposes of biological machines. Structural biology is undergoing technological advancements that now reveal the structures of previously inaccessible biological machines. Microfocus synchrotron beamlines, X-ray free electron lasers, and MicroED cope with vanishingly small crystals, while cryo-electron microscopy targets single molecules at near atomic resolution. These advances promise an exciting decade for structural biology. (shrink)

The regulatory mechanism which ensures that eukaryotic chromosomes replicate precisely once per cell cycle is a basic and essential cellular property of eukaryotes. This fundamental aspect of DNA replication is still poorly understood, but recent advances encourage the view that we may soon have a clearer picture of how this regulation is achieved. This review will discuss in particular the role of proteins in the minichromosome maintenance (MCM) family, which may hold the key to understanding how DNA is replicated once, (...) and only once, per cell cycle. Theorists analyzing the concept of disease on the basis of the notion of dysfunction consider disease to be dysfunction requiring. More specifically, dysfunction-requiring theories of disease claim that for an individual to be diseased certain biological facts about it must be the case. Disease is not wholly a matter of evaluative attitudes. In this paper, I consider the dysfunction-requiring component of Wakefield’s hybrid account of disease in light of the artifactual organisms envisioned by current research in synthetic biology. In particular, (...) I argue that the possibility of artifactual organisms and the case of oncomice and other bred or genetically modified strains of organism constitute a significant objection to Wakefield’s etiological account of the dysfunction requirement. I then develop a new alternative understanding of the dysfunction requirement that builds on the organizational theory of function. I conclude that my suggestion is superior to Wakefield’s theory because it (a) can accommodate both artifactual and naturally evolved organisms, (b) avoids the possibility of there being a conflict between what an organismic part is supposed to do and the health of the organism, and (c) provides a nonarbitrary and practical way of determining whether dysfunction occurs. I AM glad that Dr. Fotheringham in the interesting paper which appeared in the Classical Quarterly adhered to the view that ‘Caesar calculated the new moon for January 1 [45 B.C]…and that this calculation determined the inaugural day of the Julian calendar.’ As the object of my brief note, on which he commented, was merely to show that Groebe had failed to prove that the day in question was January 2, I have only a few questions to ask. But first, (...) in justice to Judeich, I ought to say that his calculations, which Dr. Fotheringham notices, were made with the help of the assistant-astronomer attached to the observatory of the University of Strassburg. While Dr. Fotheringham admits that I was right in maintaining that the new moon of January 2, 45 B.C. was not visible on the evening of that day, he holds that Groebe was ‘fairly entitled to say’ that the new moon of March 24, 58 B.C. , was visible on March 25. Dr. Fotheringham may be justified in saying that it ought ‘in normal [or abnormally fine ?] weather to have been visible that evening’; but, as I observed in my note, Groebe affirmed that in calculating the time of visibility of the crescent we should accept the mean of the Babylonian estimates, 36 hours—less, I should have added, in the early spring and the winter, more in the summer and autumn. Was he entitled to deduct 9 hours from the mean for an observation made not in the clear atmosphere of the East, but in Switzerland? Dr. Fotheringham tells us that ‘the shortest interval between a new moon and the observation of the moon by Schmidt's naked eye comes’ not, as Groebe said, to 29, but ‘to 25.7 hours.’ But forty-eight of Schmidt's forty-nine observations were made at Athens, where the atmosphere is clearer than in Switzerland. The great difference in visibility which a clear atmosphere makes must strike everyone who goes from this country or from Switzerland to the East or to Northern Africa. I realized it for the first time when I was exploring in Tunisia before the war. Has Dr. Fotheringham or any other trustworthy observer ever seen with the naked eye in an atmosphere no clearer than that of Geneva a moon not more than 27 hours old? If so, is it not remarkable that, as Dr. Fotheringham has said, ‘Hitherto it has been the practice to assume that [in the early spring or the winter and in favourable weather ?] the moon becomes visible on the first evening when she is more than 30 hours old at sunset’? This paper addresses Colin Holmes's suggestion that the psychopathic disorder is best regarded not as a psychiatric concept, but as an ethical one. The paper argues that the concept of psychopathy, like many other concepts, can span both psychiatry and ethics, and that it is not clear what removing if from the realm of psychiatry would entail. Also, the question of whether the concept of psychopathy is useful for psychiatrists must be separated from the question of whether psychopaths should (...) be exonerated from the moral and legal responsibility for their actions. Intimacy and intimate dialogue are keywords for formulating a “paradigm of love” . On the one hand this emphasises the psychological functionality of disagreements and on the other hand it highlights the logic of conflicts in relationships as an impulse for meaningful dyadic learning. Before the year 1857, when Mommsen published his celebrated treatise Die Rechtsfrage zwischen Caesar und dem Senat, most scholars believed that Caesar's provincial command legally expired at the end of 49 B.C.; but Mommsen demonstrated the falsity of this opinion, and for nearly half a century it was an article of faith that the date fixed was the 1st of March. I may remark parenthetically that, although this date is usually quoted, it would be more correct to say the 28th (...) of February. In 1904, however, Otto Hirschfeld gave reasons for believing that Caesar's command was not expressly secured beyond March 1, 50; and although Ludwig Holzapfel vigorously defended the orthodox view, Hirschfeld remained for several years in possession of the field. In 1913 Walther Judeich, while admitting that Hirschfeld had worsted Mommsen, argued, ‘convincingly’ as Mr. F. E. Adcock thinks, that the date was December 29, 50. The writers of the article on Latin Literature in The Year's Work in Classical Studies , noticing the reissue of the third volume of The Correspondence of Cicero, remark that ‘the authors [Tyrrell and Purser] still hold the pious faith that Caesar's command in Gaul was to run out on the 1st of March in 49; it is a pity,’ they add, ‘in view of Hirschfeld and the rest, that they have not shown the English reader their grounds for that belief.’ I propose in this article to give mine for sharing it. In this paper I assess the explanatory powers of theories of function in the context of products that may result from synthetic biology. The aim is not to develop a new theory of functions, but to assess existing theories of function in relation to a new kind of biological and artifactual entity that might be produced in the not-too-distant future by means of synthetic biology. The paper thus investigates how to conceive of the functional nature of living systems that are (...) not the result of evolution by natural selection, or instantly generated by cosmic coincidence, but which are products of intelligent design. The paper argues that the aetiological theory of proper functions in organisms and artifacts is inadequate as an account of proper functions in such ‘Paley organisms’ and defends an alternative organisational approach. The paper ends by considering the implications of the discussion of biological function for questions about the interests and moral status of non-sentient organisms. (shrink)

In a recent article, I argued that Ploug and Holm’s ‘meta-consent’ proposal should be rejected for biobank governance. This was because, although meta-consent is permissible, it is both burdensome and ethically omissible. There is no ethical reason why funders should undertake the additional costs. Ploug and Holm have sought to respond to these arguments. Here, it is noted that not only do they fail to adequately refuse the case against meta-consent, they fail to even engage with the arguments, either misunderstanding (...) them or ignoring them. In their response, Ploug and Holm unwittingly provide the basis of an even stronger case against meta-consent. They argue that broad consent has a built in tendency to expire, while also holding that broad consent should be one of the options available in meta-consent. Meta-consent thus ends up being more like dynamic consent, but, arguably, even more burdensome and costly. (shrink)

Synthetic biology is an emerging discipline that aims to apply rational engineering principles in the design and creation of organisms that are exquisitely tailored to human ends. The creation of artificial life raises conceptual, methodological and normative challenges that are ripe for philosophical investigation. This special issue examines the defining concepts and methods of synthetic biology, details the contours of the organism–artifact distinction, situates the products of synthetic biology vis-à-vis this conceptual typology and against historical human manipulation of the living (...) world, and explores the normative implications of these conclusions. In addressing the challenges posed by emerging biotechnologies, new light can be thrown on old problems in the philosophy of biology, such as the nature of the organism, the structure of biological teleology, the utility of engineering metaphors and methods in biological science, and humankind’s relationship to nature. When positionally cloned in late 1989, it was anticipated that mutations within the Wilms' tumour suppressor gene (WT1) would prove responsible for this common solid kidney cancer of childhood. Characterisation of the WT1 expression pattern and of the structure of the encoded protein isoforms and their mode of action has now spanned almost a decade. WT1 proteins act as nucleic acid-binding zinc finger-containing transcription factors involved in both transactivation and repression. These activities are facilitated and constrained by interactions with other (...) proteins. Expression analyses and knockout mice indicate that WT1 protein plays a critical role in normal kidney and gonad development. Specific constitutional WT1 mutations results in several urogenital anomaly syndromes. While only 10% of sporadic Wilms' tumours do display WT1 mutation, WT1 is mutated in other cancers, including acute myeloid leukaemia. Much is still to be determined in WT1 biology. The next decade will see at least three streams of attention. The first two, elucidation of the role of WT1 in RNA metabolism and the characterisation of further protein partners, may together explain the distinct tissue-specific functions of WT1. The complexity of biobank research raises concerns about individuals’ understanding of the information conveyed in the consent process for such research.. We report the results of a qualitative, cognitive interview study with an ethnically, linguistically, and educationally diverse sample of 43 respondents to assess the clarity and utility of a multimedia tool developed for a biobank. Using weighted randomization, respondents were assigned to either view the multimedia tool or read a written consent document . The study illustrates the utility of (...) cognitive interviews for gaining insights from prospective research participants about the clarity of informed consent tools. Findings suggest that a multimedia tool is useful for communicating key messages but should be combined with a written consent document and personal interaction with the study staff. We recommend that the potential value of multimedia tools should be more rigorously tested in a randomized controlled trial. (shrink)
